Assemblymember Heather Goulding, a Democrat representing District 27, was first elected to the Nevada Assembly in 2024 and is seeking reelection in 2026. In her first term, she sponsored 7 bills, 5 of which were successfully signed into law. Her legislative record includes advancing government transparency, strengthening protections for domestic violence survivors, expanding rapid testing access for at-risk pregnant mothers, reducing unnecessary testing burdens on young students, and addressing the growing issue of abandoned vehicles in our communities. Building on these achievements and the collaborative relationships that made them possible, Heather is committed to continuing this momentum in her next term.

Assemblymember Goulding received two awards in recognition of her outstanding work in the 2025 session: Elected Official of the Year from the Children’s Advocacy Alliance and the Champion for Change Award from the Nevada Coalition to End Domestic and Sexual Violence. 

In the interim, she was appointed Chair of the Tahoe Regional Planning Authority Legislative Oversight Commission.

Before serving in the Assembly, Goulding served the Northern Nevada community for over 20 years. She led a local branch of a breast cancer foundation that provided services to uninsured women in our community and was a driving force behind establishing a high school dropout recovery program run by the Nevada National Guard.

In recognition of her leadership in passing Senate Bill 295 (2019), which established the Battle Born Youth ChalleNGe Academy, she was awarded the Nevada State Commendation Medal and was named a finalist for Reno Gazette Journal’s Citizen of the Year award.

Assemblymember Goulding’s commitment to others is evident in her years of community service. For over 10 years, she was a volunteer ski instructor at Sky Tavern Junior Ski Program; you might have heard her yelling encouragement to her students on the 4 Hill. Heather was a founding board member of Reno Improv, an organization committed to building an inclusive community and learning communication skills. She served in numerous leadership roles in Toastmasters, where members build the skill and confidence to share their stories through public speaking. Heather serves on the board of the Reno Bike Project and also served on the City of Reno Ward 5 Neighborhood Advisory Board. In all of these activities, Goulding has been committed to helping others live their best lives in our community.

Assemblymember Heather Goulding earned an MBA in supply chain management from the University of Nevada, Reno, and a BA in English from the University of Wisconsin-Madison.
